Symptoms
Exadata (Primary) - This is an environment where a DG configuration is configured with ODA (Standby).
When the DB was started on the ODA side, only the specific PDB service was not registered in the listener, and the pdbadmin user (in this environment, the "[pdbname]_admin" user) was unable to connect.
What is the reason why only the DB service is not registered in the listener when starting the DB?
*This is an example that occurred in an ODA environment, but it may also occur with clusterware other than ODA.
