STA 2.5.0 install fails during the "Installing Weblogic DB" step

Customer was attempting to Install STA 2.5.0.
All operating system and yum package prerequisites were passed.
Failure occurred on both the silent and interactive installer.
There were no messages in any of the logs in the /tmp/OraInstall
Symptoms
Both the silent and interactive STA installer failed.
The oraInstall<date_time>.err log displayed the following errors:
INFO: Starting Action:Installing WebLogic DB
