STA 2.5.0 install fails during the "Installing Weblogic DB" step (Doc ID 3070582.1)

StorageTek Tape Analytics - Version 2.4 to 2.4 [Release 2.0]
Linux x86-64
Customer was attempting to Install STA 2.5.0.
All operating system and yum package prerequisites were passed.
Failure occurred on both the silent and interactive installer.
There were no messages in any of the logs in the /tmp/OraInstall directory contained any reason for the installation failure beyond the install component that failed.

Symptoms

Both the silent and interactive STA installer failed.  
The oraInstall<date_time>.err log displayed the following errors:

INFO: Starting Action:Installing WebLogic DB
