[PCA 3.x] Unable to Create VNIC With Specific IP Address on a /30 CIDR Subnet After Upgrade to M3.10 (Doc ID 3074016.1)

Symptoms

When creating an additional VNIC for a Compute Instance and specifying the private IP Address we get Error: 500 (INTERNAL_SERVER_ERROR).
The Compute Instance is created based on a Compute Shape (VM.PCAStandard1.4) which allows for more than 2 VNICs.

Changes

 System was upgraded to M3.10 b1261765 release.
