How to Approve User In "User is Pending" status if the Pending Users list is empty

A user shows as ''User is pending'' on the Manage Users list on My Oracle Support. The Pending User list has no Pending Users. A check in ISP (Internal Support Portal) shows that the user is Active and Approved. This document covers procedure on how to fix such issues.
