My Oracle Support Component Job Fails with OCMEndPoint Error (Doc ID 1399108.1)

Symptoms

Unable to download the Enterprise Manager My Oracle Support (EM MOS) package from GridControl via the "Update My Oracle Support Component" EM job. 

Either one of the following 2 error stacks can be seen in the EMOMS.TRC file if you are hitting this issue :
