Unable To Upload Incident From Enterprise Manager For Grid Control 188.8.131.52.0 and 184.108.40.206.0

Information in this document applies to any platform.
Customer is trying to upload an incident and create an SR directly from Enterprise Manager for Grid Control and is generating the following error:
The Oracle Configuration Manager (OCM) is not currently configured. Please run setupCCR and configure the OCM client
Creating draft Service Request has failed with the following error: The Oracle Configuration Manager (OCM) is not currently configured. Please run setupCCR and configure the OCM client.
After confirming the following features all pass:
The OMS OCM collectors are correctly configured and working.
Test the OCM diagnostic upload command:
Find the entry for the ORACLE_CONFIG_HOME=/..../gc_inst/em/EMGC_OMS1 /.../middleware/oms11g/ccr/bin
Now set the environment variables:
Upload the ccr directory from $ORACLE_CONFIG_HOME you can use zip or tar to compress the directory.
Also, I need to get the output from this command:
./emCCR upload -diagnostic=sr=<SR Number>,file=< path to the filename >
where < filename > is the file (any file) that can be uploaded.
Then test the Support Work Bench (SWB) but use the upload to existing SR option.
