Unable to Download Any Patches in My Oracle Support (MOS) Even With Correct Support level and Privileges (Doc ID 1940708.1)

Symptoms

On : 3.2.0.0.5 version,

When attempting to download patches in My Oracle Support an error occurs.
The correct support level to download the patch is listed
The correct privileges to download patches is set but still encounter the following error:

ERROR
-----------------------
 Permission denied for downloading patches from My Oracle Support. If you think this is an error, ask your administrator to add this permission.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Logged into support.oracle.com
2. Clicked on patches and updates entered in patch number
3. Clicked on download
4. Error generated : Permission denied for downloading patches from My Oracle Support. If you think this is an error, ask your Administrator to add this permission.
