OCM not collecting data for a database instance (Doc ID 944427.1)

Symptoms

You have a OCM Collector running on a Database Home, but not all the database instances are getting collected.

For instance, let's say you have three database instances PROD, TEST, and DEVEL, but when you log in to My Oracle Support, on the System Details panel, only PROD and TEST show up, and DEVEL doesn't show up. Furthermore, even  though the TEST instance does show up, the Last Collected date is more than a week ago, while instance PROD has Today as Last Collected date.

In this scenario, we see that the OCM Collector is collecting data from database instance PROD, but not from database instances TEST and DEVEL.
