How to make Siebel UI display VBC Date / Time fields in Siebel user's local timezone? (Doc ID 1320310.1)

Siebel Virtual Business Components (VBC) are designed to display data "as is" when these are received from the external application.
This also applies to date and time fields (fields of type: DTYPE_DATE/DATETIME/TIME).

However sometimes, it is required that the date time information, received in UTC (GMT) time zone from external applicaiton,is displayed in the Siebel User's local time zone (time zone in user preferences).

One would like to unify on standard functionality Siebel User Interface, (UI) where date and time information, stored in Siebel DB in UTC is displayed in Siebel User Interface (via Business Component fields) in local time.

Siebel Product Enhancement Request <Bug:12533584> has been logged to ask for Siebel VBC feature to show Date/Time fields in Local Time Zone.

AIA for Communications Product Enhancement Request <Bug: 12533614> has been logged to ask bpel flow to provide Siebel Billing date/time information in Local Time Zone.

An example, given below in this document, addresses a use case of billing/invoice information display in Siebel UI, delivered from Oracle Business Revenue Management (BRM) application via Order-To-Bill and Agent-Assisted-Billing-Care Prepackaged Integration Processes (PIP) offered by Oracle Application Integration Infrastructure (AIA). The case is listed in the AIA 2.5 Note 959933.1.
