AIA Session Pool Manager Cannot Start Sessions in Siebel IP22

Goal
One user is trying the AIASessionPoolManager service with Siebel Interim Patch (IP) 22.
The user is following Oracle Application Integration Architecture Installation Guide Release 12.2.1 F26887-01 March 2020, Section "Development Post-Installation Tasks > Changing Oracle AIA Deployment Passwords". the problem is the encryption tool that when running: "ant -f updateStore.xml updateStore -DAdminUsername=<weblogic adminusername> -DAdminPassword=<weblogic admin password>", this java tool will not validate the current password, it will accept any rubbish as current password and still make the changes.
The user has tried validating the password several times with different usernames and in various systems, same error returned:
