JVM Diagnostics Returned Error: JVM Is Inactive, Please Try Again After Some Time

Symptoms
Using Grid Control 11g to monitor java heap of a managed server returns error message:
" JVM is inactive, Please try again after some time!"
Steps to reproduce:
1. select the target managed server (for example EMGC_OMS1), response page shows normal content, the "Response and Load" indicates that the JVM summary information can be collected without issue.
2. however, once clicked JVM Diagnostic --> Threads --> Real Time Analysis, it generated the error posted above.
