OEM DB Console shuts it self down after a couple of minutes with "System error 1060" (Doc ID 1147144.1)

Symptoms

10.2.0.3 DB Console on Windows x64 is shutting down/restarting after 1-2 minutes.

Error Message:
System error 1060 has occurred.The specified service does not exist as an installed service.
