EMGC_OMS1 Targets with Unknown Availability: "Target has encountered metric evaluation errors" (Doc ID 1373824.1)

In Enterprise Manager Grid Control, the following targets have "Unknown Availability" status with the message "Target has encountered metric evaluation errors":

For each of the targets, the emagent.trc shows many errors like:

ERROR engine: [j2ee_application,/secFarm_GCDomain/GCDomain/EMGC_OMS1/emgc,Response_internal] : nmeegd_GetMetricData
failed : oracle.sysman.emSDK.emd.fetchlet.FetchletException: oracle.sysman.emSDK.emd.fetchlet.FetchletException: java.lang.NullPointerException

and in emagentfetchlet.trc can see:
