EM 12c/13c: Agent Deployment Fails at Remote Validations step with error "Banner check failed"

Symptoms
Installing EM 12c/13c Agent fails with the error:
Error:
Banner check failed.
Cause:
Banner message "xxxx" was found in the out stream of the shell initilization script while running the ssh command in the "bin/bash" shell on the remote host.
Recommendation:
Add the banner message to the <OMS_HOME>/sysman/prov/resources/ignoreMessages.txt
From <GC_INST_HOME>/em/EMC_OMSn/sysman/agentpush/<timestamp>/applogs/<hostname.domain>_deploy.log
2019-06-20_13-23-40:INFO: Jsch Valdation Failed Problem :Banner check failed. Recommendation: If any banner message is reported in the error stream of the shell initialization script, add that message to the "<middleware_home>/oui/prov/resources/ignoreMessages.txt" file . If any banner message is reported in the out stream of the shell initialization script then, either modify the shell initialization script to have the banner only for interactive shell or disable the banner message. The shell initialization script may be .cshrc, .bashrc, or .profile file.
