Enterprise manager (EM) 12c Cloud Control Agent fails to start with error : Registry Manager failed at Startup

$agent_inst/bin/emctl start agent

fails with following exception

Starting agent ................. failed.

Registry Manager failed at Startup

Consult the log files in: $AGENT_BASE/agent_inst/sysman/log
