Symptoms

OMS fails to start with the following error:

$<OMS_HOME>/bin>./emctl start oms

Starting WebTier...
WebTier Successfully Started
Starting Oracle Management Server...
Oracle Management Server Could Not Be Started
Oracle Management Server is Down
Please check /u01/app/oracle/Middleware/gc_inst/em/EMGC_OMS1/sysman/log/emctl.log for error details

$EM_INSTANCE_HOME/gc_inst/user_projects/domains/GCDomain/servers/EMGC_OMS1/logs/EMGC_OMS1.out file reports the following error:

Caused by: oracle.security.jps.service.igf.IGFException: JPS-02592: Failed to push ldap config data to libOvd for IGFService "idstore.ldap" in JPS context "default", cause:
Caused by: org.xml.sax.SAXParseException: <Line 108, Column 66>: XML-20121: (Fatal Error) End tag does not match start tag 'ignoreObjectClassOnModify'.

or

Caused By: oracle.security.jps.JpsRuntimeException: JPS-02592: Failed to push ldap config data to libOvd for service instance "idstore.ldap" in JPS context "default", cause: org.xml.sax.SAXParseException: <Line 1, Column 1>: XML-20108: (Fatal Error) Start of root element expected.

or

Caused By: oracle.security.jps.service.idstore.IdentityStoreException: JPS-02592: Failed to push ldap config data to libOvd for IGFService "idstore.ldap" in JPS context "default", cause: java.io.FileNotFoundException: /u01/12c/middleware/gc_inst/user_projects/domains/GCDomain/config/fmwconfig/ovd/default/adapters.os_xml (No such file or directory)
