Why "Oracle Provided Templates" don't Exist Anymore starting with 12cR2? (Doc ID 1512984.1)

Goal

Starting with Cloud Control 12.1.0.2 version, the Monitoring Template pages do not display the "Oracle Provided Templates" anymore. Only "Oracle Certified Templates" are available.
The note explains the reason of missing "Oracle Provided Templates" from Cloud Control templates pages.
