Symptoms
Using EMCLI to relocate a database target from one agent to another fails:
<MIDDLEWARE_HOME2>/oms/bin $ ./emcli relocate_targets -src_agent=<HOSTNAME2>.<DOMAIN_NAME>:3872 -dest_agent=<HOSTNAME1>:3872 -target_name=<SID>.<DOMAIN_NAME> -target_type=oracle_database -copy_from_src -force=yes
Errors from relocating targets from <HOSTNAME2>.<DOMAIN_NAME>:3872 to <HOSTNAME1>:3872
Not eligible to move target ORCL.com:oracle_database from <HOSTNAME2>.<DOMAIN_NAME>:3872 to <HOSTNAME1>:3872, please check the oms logs
No targets qualify for move from <HOSTNAME2>.<DOMAIN_NAME>:3872 to <HOSTNAME1>:3872.
