When the Additional Values section is greyed out in the form and does not accept new values with the following warning message on addition of another property value for a hierarchy level (e.g. Life Cycle Status, Line of Business hierarchy...):

Only 10 criteria can be specified for a property. Additional criteria have been discarded. To accommodate more property values to form criteria you can merge some of the values or remove some of them,

then how to extend the limitations of adding new values to target properties of Administration Group, pre-defined properties like for instance Life Cycle Status, or target properties manually created.
