Database home page and other pages (like performance page) are very slowly opening in 12c Cloud Control

Symptoms
Using Enterprise Manager Cloud Control release 12c.
The target database release is 11.1 or higher.
Usually the target database is an eBusiness Suite (EBS) environment but this issue can also be reported with databases where the size is huge.
Navigating to the performance page Cloud Control takes several minutes to show the page (this can also happen with other pages on the same environment: it was also reported on the home page of the target database.
This can happen with single instance, cluster database or pluggable database as well.
