Jobs Are Hanging In Running State (Doc ID 1595628.1)

Symptoms

After an upgrade from 12.1.0.2.0 to 12.1.0.3.0, many jobs (like RMAN, DataPump, SQL, OS) are stuck in Status Running.
A restart of the OMS is resolving this, but only for a while, where the jobs will get stuck again after some time.
