Cannot Use SSH Key Credentials When Trying To Provision RDBMS Software From Cloud Control (Doc ID 1671434.1)

Symptoms

Using 12.1.0.3 OMS and 12.1.0.5.3 DB Plugin.

1. Create a Gold Image for the RAC Database.

2. Create ssh credentials for user who can sudo as root. Privilege delegation set and credential validation succeeds.

3. From Cloud Control Navigate to:

Enterprise > Provisioning and Patching > Database Provisioning.
Select 'Provision Oracle Database' and click 'Launch'.

Select 'Use existing Grid Infrastructure'. Once selected it does provide an option to select cluster Name. In my usecase, it did not show clustername, but did show for customer.
In Deploy Database software select 'Deploy software only' radio button.

Select the sudo credentials created.

Proceed further and Submit the Deployment Procedure.

This fails at 'Initialize Deployment Procedure' Deployment Procedure which has following errors:
