EM 12c: All Enterprise Manager 12c Cloud Control Jobs are Stuck in the Scheduled State (Doc ID 1683086.1)

 All jobs in the EM 12c console are stuck in a scheduled state.

A possible cause of this problem may be the scheduler is not enabled.
To check if this is the problem:

1. Download and install the latest emDiag Kit:
12c Cloud Control: EMDIAG REPVFY Kit for Cloud Control 12c - Download, Install/De-Install and Upgrade (Doc ID 1426973.1)

(Updates are constant to the emDiag kit, so if you already have it, it is best to reinstall so that you are using the latest version).

2. Once installed run
repvfy verify -level 9 -details

3. Review the resultant log file from the repvfy log directory

Find the section "verifyCORE", if you have the following entry then this is your problem:

9. DBMS_SCHEDULER jobs no longer running
=--------- ---------- ---------- ---------- ---------- ---------- ---------=
= Action:
= - Check the alertlog of the repository database to get the details
=   of the job failure
= - Restart the scheduler job
=--------- ---------- ---------- ---------- ---------- ---------- ---------=
