Symptoms

The following error is displayed while accessing a database target home page:

ORA-28000: the account is locked The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST = (ADDRESS=(PROTOCOL=tcp)(HOST=<HOSTNAME.DOMAIN>)(PORT=<PORT>)))(CONNECT_DATA=(SID=<SID<)(SERVER=DEDICATED)))
