Goal

To set the monitoring credentials for a target database in Enterprise Manager (EM) 12c and 13c via the console

Background

The monitoring credentials are the username/password combination which are used by Enterprise Manager to log into the database in order to run sql statements specified by the metric collections.  The 'dbsnmp' user is normally used for the monitoring user.  Sometimes it may be necessary to use a sysdba user for the monitoring user (for example, in the case of data guard/standby database).  See <Note 1534896.1> "EM 13c, EM 12c : How to set the Monitoring Credentials for a Standby Database in Cloud Control" for further details on data guard.

The monitoring credentials are normally specified at discovery time (at the time when the database is first added to EM Cloud Control).  However, it is possible that the dbsnmp password could be subsequently changed on the database, and so becomes out of sync with the credentials set in EM.  When this happens, the database metrics would fail to run and would generate the error "ORA-01017: invalid username/password; logon denied".   It's also possible to see other errors reported such as "ORA-28001: The password has expired" or "ORA-28000: the account is locked"
