Applying Patch 19391521 for the plug-ins associated with the Enterprise Manager (EM) 12.1.0.4.0 Cloud Control OMS fails for the contained bundle patch 19282498 with the error shown below from <Middleware_Home>/plugins/oracle.sysman.emas.oms.plugin_12.1.0.6.0/cfgtoollogs/opatch/opatch<TIMESTAMP>.log
