EM 12c, 13c: 'Test Email Servers' in the Notification Methods Page Succeeds but no Email is Received by the Configured Email Address

In the 12c Console UI, clicking on 'Test Email Servers' button in the Setup -> Notifications -> Notification Methods page succeeds with the below message:
However, no such email is received by the Email ID configured for the "Sender's Email Address" field.
This could also occur when sending a test email to the email address added to a particular Administrator in the Setup -> <
