12c EM: 'Test Email Servers' in the Notification Methods Page Succeeds but no Email is Received by the Configured Email Address (Doc ID 1936534.1)

Symptoms

In the 12c Console UI, clicking on 'Test Email Servers' button in the Setup -> Notifications -> Notification Methods page succeeds with the below message:

But the test email is not received by the Sender's Email ID configured in the Notification Methods Page.

This could also occur when sending a test email to the email address added to a particular Administrator in the Setup -> <<user>> menu -> Enterprise Manager Password & Email page.
