Cluster Database Status Pending in Enterprise Manager 12c (rac_database,RAC).
Also applies to other composite targets like Database system targets.

Symptoms

In Enterprise Manager Console UI, multiple Cluster Database targets remain in pending state even though all the database instances are shown as UP in the Console UI.
This can also occur for other composite targets like Database System targets, whose members are shown as UP.
