SSL Communication Fails during Hostname Verification after Securing Fusion Middleware's EMAgent

While this was originally seen with Forms and Reports 11.1.2.2 it could potentially happen with any Fusion Middleware product that utilizes EMAgent.
Symptoms
After securing emagent by following the steps in <Note 1520757.1>, "How To Secure The FMW Control EM Agent Using Custom Generated Certificates":
Errors occur in the emagent logs and the metrics are not uploaded to Fusion Middleware Control.
The last step is to check the agent status and verify it is running in non-repository mode:
$ORACLE_INSTANCE/EMAGENT/emagent_instance_name/bin/emctl status agent
