"19271438/etc/config path does not exist" error while applying Combo Patch from Enterprise Manager Cloud Control (Doc ID 1941161.1)

 Getting Following error while trying to apply Combo <Patch 19791426> using Cloud Control to database:

Problem: Some files are missing in the Patch Shiphome or do not have valid permissions.
Recommendation: Check the permissions of all files. Contact Oracle Support and get the correct patch.
