Symptoms

Adding a target database to Enterprise Manager (EM) 12c Cloud Control with emcli fails with the following error:

./emcli add_target -name="<target_name>" -type="oracle_database" -host="myoracle" -credentials="UserName:dbsnmp;password:<password>;Role:Normal" -properties="SID:<sid>;Port:<>port;OracleHome:<oracle_home>;MachineName:<machine name>"

Error: Cannot save the target to the agent
ORA-20247: EMD_URL is invalid: Cannot provide null emd url.
