EM 12c, EM 13c: Database Target is Shown as UP but Homepage Reports Error: IO Error: Got minus one from a read call (Doc ID 1984376.1)

Symptoms

A database target is shown as UP in the console but the home page in EM Cloud Console shows the following error:

IO Error: Got minus one from a read call The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST = (ADDRESS=(PROTOCOL=tcp)(HOST=<target database host name>)(PORT=<listener port>)))(CONNECT_DATA=(SID=<target database SID>)(SERVER=DEDICATED)))

 

-  Attempting a 'Test Connection' from the Oracle Database -> Target Setup -> Monitoring Configuration page, also reports similar error.

-  From the OMS server, attempting to connect to this target database using the above connect string via sqlplus also fails:

   The sqlplus utility is available in the OMS installation from 12.1.0.4 version and above. In the lower releases, the above can be attempted using sqlplus from another RDBMS Client / Server installation, if available.
