Purpose

Enterprise Manager (EM) Cloud Control can monitor a scan listener and report on its availability status (eg. whether the scan listener is up or down). If a scan listener is relocated at the cluster level, Enterprise Manager should automatically relocate the scan listener to the appropriate agent. The following factors can affect the availability status for the scan listener.

Troubleshooting Steps
 1) Check whether the scan listener is associated with the correct host in Enterprise Manager.
 If Enterprise Manager is showing the incorrect host for the Scan listener
 a) Check that the EONS port  and ORACLE_HOME are set correctly at the cluster target level
 b) Check what the OMS parameter 'oracle.sysman.db.rac.ReconfigProcessingEnable' is set to.
 c) Check whether the <agent_inst>/sysman/emd/collection directory exists.  
 d) If the above doesn't help
 2) Check whether the Monitoring Configuration is specified correctly
 3) Check that it's possible to tnsping the Scan Listener
 4) Check that the Metric which detects Scan listener status is running.
 5) Check the real time results of the Response metric
 6) Find out what status the agent has determined for the 'Response' metric
 If this output shows that the states are 'CLEAR'
 If the output shows a 'CRITICAL' but real time metric results show that the listener is 'up'
 If the output shows a 'CRITICAL' and real time metric results show that the listener is 'Down'
