EM 12c, EM 13c : Apply Monitoring Template to RAC Database Target Fails with "the rac_database target <DB_Target_Name> does not exist" (Doc ID 2018378.1)

Symptoms

Attempting to apply a Monitoring Template to RAC database target(s) fails with the following error:

EM-02902 [EMOMS][core.templ.uimodel.applicationModule.ApplyTempl

The OMS log files in <EM_INSTANCE_BASE>/em/<OMS_NAME>/sysman/log/* reports:

[RJob Step 10328883] ERROR applicationModule.ApplyTemplateAMImpl logp.251 - [EM-02902] Execution of Apply Template Operation has Failed
oracle.sysman.emSDK.agent.client.exception.NoSuchTargetException: the rac_database target "DB_Target_Name" does not exist

-  The target however exists in the Console UI and is shown as UP in the console UI.

-  In the target homepage, going to Cluster Database-> Target Setup -> Monitoring Configuration page and clicking on the 'Test Connection' shows a successful message.

-  Submitting a 'SQL*Plus' script job with a simple SQL query against the RAC database was also successfully completed.

-  At the agent side, below command does not list the rac_database target type:

The command lists only the Database Instance target and not the RAC DB.
