"Network Profile" not available during VM Provisioning using 12c EM

Symptoms
From 12c Cloud Control created Network Profile by navigating to: Setup -> Provisioning and Patching -> Network Profile
Also from the VM Manager Home page navigate to VM Manager > Administration > Network.
Here selecting network and clicking editing and proceeding does show 'Network Profile' setup.
Now Network profile created is shown only for assemblies, but not for template.
