To overcome (Oracle 11gR2) the DBCA failure (on Step 7 of 7 while creating DBConsole) in securing the
Database Control (due to failure in copying the EM Key to the Repository), by providing the procedure
to manually re-secure the (EM) Database Control (DBConsole).
