EM12c : Enterprise Manager 12c Cloud Control OHS Log Repeats Error Message: NZ Library Error: SSL protocol error [Hint: the client probably speaks HTTPS over HTTP protocol] (Doc ID 2099212.1)

Symptoms

In an Enterprose manager (EM)  12c Cloud Control installation, the <gc_inst>/WebTierIH1/diagnostics/logs/OHS/ohs1/ohs1.log reports following errors:

[OHS] [ERROR:32] [] [core.c] [host_id: OMS HOSTNAME] [host_addr: IP ADDRESS OF OMS HOST] [pid: 24585] [tid: 140064204982016] [user: oracle]
[VirtualHost:OMS HOSTNAME] NZ Library Error: SSL protocol error [Hint: the client probably speaks HTTPS over HTTP protocol]
[OHS] [ERROR:32] [] [core.c] [host_id: OMS HOSTNAME] [host_addr: IP ADDRESS OF OMS HOST] [pid: 30256] [tid: 140064249079552] [user: oracle] 
[VirtualHost:OMS HOSTNAME] nzos handshake error, nzos_Handshake returned 28858(server OMS HOSTNAME:OMS PORT, client 
<CLIENT IP ADDRESS WHICH IS MAKING CONNECTION TO OHS)

The $EM_INSTANCE_BASE/gc_inst/WebTierIH1/diagnostics/logs/OHS/ohs1/access_log shows that an EM console login attempt is being made when this error gets logged in OHS log:

There is no functional impact seen on the OHS or EM 12c OMS.
Only repeated error messages like the above are logged in the <gc_inst>/WebTierIH1/diagnostics/logs/OHS/ohs1/ohs1.log file for various Client IP Addresses.
