Symptoms

Installing an Enterprise Manager (EM) Cloud Control Agent fails with this message:

Connection to the SSH daemon (sshd) on the target host failed with the following error:
SSH_MSG_DISCONNECT: 2 Too many authentication failures.

 From OMS <EM_Instance_Home>/em/EMGC_OMS1/sysman/agentpush/<Timestamp>/applogs/hostname_deploy.log
