OATS: Cannot login after Database password has expired (Doc ID 2121385.1)

In an Oracle Application Testing Suite (OATS) environment.   The Oracle Database passwords for Oracle Load Testing (OLT), Oracle Test Manager(OTM), and OATS Administrator have expired.

Logging into OLT there are no error messages, but with OATS Administrator the error says "unable to connect to database".

Resetting the password using SQL Commands does not work.
