EM 13c: Agent Upload Fails with "EMD upload error:full upload has failed: uploadXMLFiles skipped :: OMS version not checked yet" if OMS is Secured with a Third Party Certificate (Doc ID 2144775.1)

Symptoms

After a new installation of Enterprise Manager (EM) 13c Cloud Control, the OMS/SLB was secured with a third party certificate, after which, the discovered agents are unreachable on the console. The agents are not uploading to the OMS as well:

- The <agent_inst>/sysman/log/gcagent.log reports:

javax.net.ssl.SSLHandshakeException [handshake has no peer]
javax.net.ssl.SSLPeerUnverifiedException [peer not authenticated]
