EM13c: CellSrv Status Metric Fails With 'em_error=ping response failed' (Doc ID 2148551.1)

The cell server metric is failing with the error: "<cellname> is down. MS Status is UNKNOWN and Ping Status is FAILED"

However the cell is confirmed to be up and the RS, MS and cellsrv processes are running.
