EM13c, EM12c: Cannot Remove Target / Add Target from Compliance Association (Doc ID 2155203.1)

Symptoms

In Enterprise Manager (EM) Cloud Control, Navigate to Oracle Enterprise Manager Console -> Compliance -> Library -> Choosing Compliance Standard TAB:
--> Select "Security Recommendation For Oracle Products
--> Click the Associated Target Button, a table list the targets associated with the compliance standard
--> Select the target and Click Remove
--> Confirm Remove
--> OK --> OK
--> Save Association "Yes"

Error occurred while Associate Target operation: Please retry after some time.

Similarly, Trying to add a target to a Compliance Standard fails with following error.

Error occurred while either the Associate Target operation or the Remove Association operation was still in progress. This error occurs when there is a backlog in batch processing. Retry the operation.
