EM 13c: Installation of Enterprise Manager 13c Cloud Control OMS on RHEL 6/7 Fails at BIP Configuration With the Error "WebTier Could Not Be Started" (Doc ID 2173159.1)

Symptoms

Installation of Enterprise Manager 13c Cloud Control OMS on RHEL 6/7 fails at BIP configuration with the error WebTier Could Not Be Started.

Observed the below errors in the logs:
