Targets Ownership is with <SYSTEM> after User Deletion and unable to Assign new Administrator (Doc ID 2181487.1)

EM User is deleted and option to re-assign its targets to other user is not selected.

The owner of the targets is now reported as <SYSTEM> and not able to assign them to other EM user also
