Windows WebLogic Admin Server Service Slowness When Accessing /em and when Clicking On Anything Inside (Doc ID 2183245.1)

Symptoms

Windows Service created to start the Admin Server results in latency for the /em page to load and latency during subsequent em navigation.

The following errors exist in the Admin Server log when it is started via the Windows Service but not when it is started via the startWebLogic.cmd:

Steps to reproduce:

1. Reproduced at will by starting the Admin Server using via a Windows Service.
2. Starting the Admin Server via a Windows Service that causes /em load and navigation latency, causing system performance degradation.
3. Starting the Admin Server via startWebLogic.cmd results in a manual process to start the Admin Server, negating the ability to have the Admin Sever started automatically at Windows Server restart.
