Installing an additional Enterprise Manager (EM) 13c Cloud Control Oracle Management Service (OMS) fails in the securing step with this error from

$OMS_HOME/cfgtoollogs/omsca/omsca_<TimeStamp>.log

Either silent installation or console deployment of the additional OMS fails with the same error.
