Enterprise Manager is unable to connect to RAC using the SCAN Listener, failing with this console error:

Regions that display real-time data will not be displayed. Exception while loading RAC Database Home Page: IO Error: The Network Adapter could not establish the connection The Connect Descriptor was (DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = <HOSTNAME>.<DOMAIN_NAME>)(PORT = 1541))(CONNECT_DATA = (SERVICE_NAME = <SID>.<DOMAIN_NAME>)))

A SQL*Plus connection attempt gives this session error:

ERROR:
