Unable To Start 13c OMS After Repository Database Switchover

Symptoms
When the Standby becomes primary the OMS does not start.
The EM logs shows:
[EL Severe]: ejb: 2016-11-12 23:41:36.723--ServerSession(206191823)--Exception [EclipseLink-4002] (Eclipse Persistence Services - 2.5.2.v20140319-9ad6abd): org.eclipse.persistence.exceptions.DatabaseException
Internal Exception: java.sql.SQLRecoverableException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor
