Symptoms
Environment: Private Cloud Appliance (PCA) running Oracle Virtual Machine (OVM) 3.2.11.775 & Oracle Linux 6.8 (UEK)
Enterprise Manager 13.2.0.0.0 Cloud Control Agent 13.2 (reporting to an EM 13.2.0.0.0 OMS) w/Plug-ins for
OH (Oracle Home), SI (Systems Infrastructure) and VT (Oracle Virtualization).
OVM 3.2 Manager running on a PCA is registered in EM 13.2.0.0.0, following these references:

Section 5.3 : Registering the Oracle VM Manager
The PCA discovery step and the step to export the certificate both succeed, but the step to import fails without an indication of a password error.
TCPS is configured on the PCA as described in: <Note 1456338.1> Configure Secure TCP (TCPS) for Oracle VM Manager
Agent Status shows there are no upload issues or blackouts on any of the represented targets.
The following agent control command shows an error:
(The password entered was the default of 'welcome'.)
