OHS11g: 'Failed To Invoke Operation Load On MBean' Error When Accessing OHS Config Using FMWC (Doc ID 2222820.1)

Symptoms

The following error is seen while trying to access the OHS configuration or Wallet configuration in Enterprise Manager FMW Control. 

 The issue can be reproduced at will with the following steps:

1. Login to FMWC.
2. Click to expand Webtier and OHS component.
3. Navigate to wallet configuration or other configuration pages.

Due to this issue, one is unable to manage the configuration of OHS components in FMWC
